The State of
Assam became a part of the British Empire
in 1826 as per the Treaty of Yandabu
between The British Govt. & the
Burmese King.
The exploitation of oil was initially
done by Assam Railway & Treading
Company and the first mini Refinery
was constructed (preliminary type) at
Margherita, & commercial sale began
more than a 100years ago. Subsequently
the management of oil was taken up by
Burma Oil Company & the oil exploration
effort were scientifically made and
a proper refinery was constructed at
Digboi.
Late Sri Prabir Barua started with a
small oil taking business initially
with ONGC,, Nazira & later with
Oil India Limited, until about 1985.
Because of his untiring efforts he could
diversify into the drilling company
Flotech Consultants & Services (P)
Ltd., established in 1988 which was
involved in the business of oil field
services in the N.E. India after independence
in the private sector.
The Company has the reputation of drilling
the Deepest Exploration Well in Arunachal
Pradesh (5500 mts.) and completing the
same with skill & dexterity comparable
only with intentionally reputed Drilling
Contractors.
The Company now has a total strength
of 500 skilled manpower having expertise
in the various areas of oil field services
including cementing, well stimulations,
logging, production stimulation, Rig
movement & Transportation, Rig Engineering
services, drilling, work-over, field
catering services etc and a huge
transport fleet.It may be relevant to
mention that Flotech is now also capable
of deputing skilled personnel outside
the Country, as a manpower supplier.
Govt. of India has decided to dismantle
the administered price mechanism (APM)
by 2003 and already a level playing
field has been created for all the operators
irrespective of Private or public sector
to compete for oil concessions. The
state Public Sector national Oil
Companies have lost their monopoly status
as exploration & production (E&
P) operators in India & a substantial
number of private operators have scope
of Growth. After dismantling of APM,
the refineries will also face a level
playing field & the national Oil
Companies will loose their monopoly
market. With this background, in view
APL had planned to expand their activities
to cater to the needs of the liberalized
atmosphere and take full advantage of
the emerging new scenario. As a first
step to this end Flotech made an agreement
with Assam Mineral Development Corporation,
a Govt. of Assam undertaking, to expand
its activities beyond the oil field
services. The concept is to take advantage
of the reliability of public sector
& the efficiency of private sector.
Accordingly a joint venture Company
Assam Petroleum Ltd.was established
in 1998 and its activities were planned
to include not only oil field services
of upstream activities but also to take
up down stream activities with special
emphasis on production, Exploitation
& marketing of natural Gas and also
to manufacture by-products of Natural
Gas.
